Solutions :Palm Oil... & seeing the climate policy for the trees
What are the solutions?
The solutions proposed are…
1. Forestry credits are where credits will be given to a group of people who reforest/afforest the area. In that way, we can replace the trees that had been cut down and people will get the benefit by doing so. Hence, more people would like to replant trees since they can earn some money.
*Reforestation - replanting trees on previously forested land
*Afforestation – tree planting on non-forested land
2. Biofuels are alternatives to fossil fuels since it is renewable. It is also cleaner and is in abundance compared to fossil fuels.
What are biofuels?
Fuel such as methane produced from renewable biological resources such as plant biomass and treated municipal and industrial waste.
Do you think the proposed solutions will work?
We feel that (1) will help to a certain extent as a one point it cuts down the C02 in the air and at the same time it gives income to those in the poorer countries. On the other hand, corruption in poorer countries could gain the upper hand in the countries. We also feel that other means should be done to decrease the C02 emission. It gives United States of America an opportunity to join in the fight against global warming.
We feel that (2) this solution can help to a certain extent as it is renewable source unlike fossil fuels. However, we feel that it is a short term solution as rate of the biofuels being renewed is far slower than it is being produced. The amount of CO2 produced will be more than the amount of CO2 thought to be absorbed.
What are the obstacles and disadvantages?
Corruption could occur in third world countries. Thus, contradicting the policy.
Current methods of biofuel crop growth in third world countries can have damaging effect to both the local communities and ecology. Damaging effects like space for expanding palm plantations was often created by draining and burning peatland, which sent huge amounts of carbon emissions in the atmosphere.
*Peatland – Land with partially carbonized vegetable matter, usually mosses, found in bogs and used as fertilizer and fuel.

- This plan is only feasible in the future as it requires lots of time.
VIEWS TO THE POLICY
-We feel that this plan will only work if in the future , there is a dramatic advancement of technology. Only then, this will lower the cost of enforcement. Today, the cost of implementing energy efficient transport and buildings are still relatively high, and unaffordable for the majority.
- There is also a need to have TRUST between the developed and developing countries. Only then developed countries will be willing to offer help to developing countries and alleviate the current environmental crisis

- We feel that it can only be enforced in future. However whether the countries actually carry it out is another matter. Hence the root of problem lies in the mindset of the people. People need to be aware of the seriousness of the environmental crisis and accept the changes that need to be done

What is the world doing about global warming?
-Coalition provide stronger incentives to their own producers, throwing either more stringent caps on emissions or higher taxes on pollution.
-Some countries such as Europe and Japan have shown their commitment to reducing Global Warming by imposing costs on themselves and their producers.
-
What did the scientist miscalculate?
-They underestimated the pace at which global warming was occurring.
What does the writer suggest is the key principle that will motivate the Americans?
-American firms with access to cheap energy are given a big competitive advantage over firms in Europe and elsewhere.
-Market-based incentives to induce Americans to use less energy and to produce more energy in ways that induce less carbon. This incentives will encourage the Americans to find alternatives that will reduce their daily carbon emissions.
What does the writer mean by a “coalition of the willing”?
- The writer means a group of people coming together because they have similar interest.
What are the measures the writer suggest that the coalition take?
- The standards are to forgo building coal-fired plants, increase car’s fuel efficiency and provide targeted assistance to developing countries to enhance the energy efficiency and reduce emissions.
- He also suggests that the coalition provides stringer incentives to their own producers, through either more stringent caps on emissions or higher taxes on pollution. They could then agree to impose taxes on products from other countries- including the US- that are produced in ways that unnecessarily add substantially to global warming.

Can these measures work? Any possible obstacles?
We feel that these measures might work to a certain extent.
A possible obstacle is in getting the co-operation of companies in these countries.
For them to forgo building coal-fired plants, they will need to use other alternatives to provide energy such as solar energy, wave energy, tidal energy, hydroelectric power. However, there are limitation to these alternatives because solar energy is only available when there’s sun. (DUH!) Also, the plants may not be located near a water source. Furthermore, the building of dams to provide hydroelectric energy would cost a LOT. It would also kill the fishes, seaweed, lobsters, shrimps and etc. and so deprive the people of good food!
Increasing cars’ fuel efficiency and providing targeted assistance to developing countries to enhance their energy efficiency and reduce emissions will be quite hard because it requires a lot of research and costs for completion.

- The concept implies a higher awareness of environmental, social (eg: welfare, human progress and development needs.) and economic development.
Identify the strategies shared by the writer.
1. We need more cost-benefit analyses of significant proposals as to be clear in the choice of projects.
- Only where social benefits exceed social costs – whether tangible or intangible – can we say a proposed project, programme or policy is economically and socially efficient.
2. To pursue clean technology and on this the thinking should focus on the long run.
- Singapore already possesses clean technology such as the use of catalytic converters in vehicles and energy-saving light-bulbs.
3. To try to explore and expand the use of market solutions by providing the right incentives for pollution control.
- The incentives will encourage industries to meet government standards. However, the cost of limiting pollution might exceed the incentive given, therefore, industries may not be taken in by the incentives.
4. To understand and be aware of multiples stakeholders in the environment management.
5. The urgent need for societies to establish for themselves acceptable air, water and noise quality levels and to be cognizant of the fact that these baseline levels will change over time as expectations on quality of life change.
6. To access the use of these so-called non-market valuation techniques and apply them in project evaluations.
7. To invest in conflict-resolution methods, whether they involve compensation in money or in kind.
Obstacles
- Ultimately the decision lies with the individual industries whether they want to take part in pollution control. It needs the cooperation of all industries/stakeholders to effectively decrease pollution.
- Cooperation of industries/stakeholders starts in own home country before it can go global.

What do WE think of the personal Carbon credit plan?
It is an idea that can be worked on, however it may be hard to get the cooperation of all the countries to enforce and to monitor the progress of this plan.
This plan is a good way to reduce the emission of CO2 as those carbon points which are not used can be sold back to the system => encourages ppl to reduce carbon dioxide emissions.
The poor people will also be encouraged to deduce their carbon usage as they can sell back the carbon points and exchanging it for cash.
People will start using alternatives that are environmentally friendly => people who have cars tend to use more carbon points as they have to fill up their cars. Therefore, with this plan, people will be discouraged to use normal cars and will start using hybrid cars => this is like a start of a cycle which will help cut down the emission of greenhouse gases.
What is needed for it to work?
Cooperation among all the countries to implement the personal carbon credit plan as this is a global crisis that affects the whole world.
Implement fines to disallow the exchange of carbon points between citizens. Carbon points can only be sold at official designated places eg: Town Council, Post Office.
The government must be strict in enforcing this plan so that the citizens will take it seriously and thus contributing to saving MOTHER EARTH.
It also requires discipline to stick to the carbon quota.
What are the possible obstacles?
People may exceed their carbon quota
People might not agree to the plan
Due to the low popularity of the plan, the government might not want to enforce it because as a democratic country, the people’s wants have to be accounted for.
This idea is only feasible in developed countries, not in developing countries. They are waiting for the developed countries to make the first move and take the first step into reducing carbon emissions.

How does it encourage the USA to join in the fight against global warming? Can explain to the rest of the classmates, since they may not have read the article or may not understand.

If this plan is only feasible for the future, then what can we do now? Wait for doom? Since it requires lots of time, shouldn't we start acting on the plan today?

It seems to me that a big obstacle is mindset change. How can we promote mindset change? How can we help to persuade people to accept changes in their way of thinking and acting towards the environment?

What can be done to make individual industries take part in pollution control? Your answer is vague and offers no details!
Why must action take place at home first before it goes overseas? What is the rationale for this claim?
Do you agree with all the strategies that the writer propose? Or do you have any comments abt any particular strategies? Don't just list and describe. Give some analysis.
USA who is abstaining from Kyoto Protocol, with this USA will be given a new avenue to fight global warming....And also reconsider to sign again the Kyoto Protocol.
Forestry credits will work but it depends on individual countries as these countries faced different situations. e.g. Corruption in African countries; Libya, Congo. The amount of credits received is lower than the profits that they make. Thus, they might not want to adopt this policy.

True, this project will require a lot of time but what can the government, society and the individual do now in the meanwhile to combat climate change? We cannot just sit and wait for technology to advance. Trust is important to carry out this plan, and you mentioned that the developed countries must be the first one in taking a step, but what other measures can be taken so that the developed countries will have the initiative to help combat climate change without depending on the developed countries. This is because this world is ours and we share it. It does not only belong solely to developed countries. Developing countries also have the responsibility to save the earth. The cost of making energy efficient transport (eg:hybrid cars) can be reduced by government policies like reducing road tax and parking charges for hybrid cars. This is to encourage people to convert to driving hybrid cars and thus lower the emission of greenhouse gases which will combat the climate change. Furthermore, you mentioned that the mindset of the masses is the reason that we cannot combat climate change as easily. This is true. However, what can be done to change the mindset of the people? Hmm...

I like the observation that the poor pple will be eoncrouaged, since they see this as a way to earn money. A great motivation point for poor people - do you think this is part of the solution to poverty?
However, you are a bit vague abt how government will enforce the law on the personal carbon credits... what si the best way to go abt it, if you are the govt?
The points under the possible obstacles show maturity of thought. Indeed, what do we do with pple who exceed their quotas or disregard the plan blatantly? And your point that they are waiting for developed nations to take the lead is another insightful point.
One question - do you see the possibility of an underground/black mkt sprouting up in carbon credits? Did you know that the carbon credits are already being traded in the stock market?

yesterday's (20aug) lesson was fun cos we got into discussion of solutions of GLOBAL WARMING - that terrible thing's that killing all of us. so yup, we should so what we can to SAVE THE EARTH! :)

although there is taxation in the US, it doesnt make them cut down on the carbon emission cos they think that MONEY CAN SOLVE EVERYTHING. since they're rich also, they dont mind paying more to have a luxurious life.
also, with this coalition, which means that US will be in the agreement to cut down on that horrid CO2 emission, there WOULD be a higher chance of success, esp since US is the biggest emitor of CO2
as for the incentives, i guess subsidies can be given to factories that are environmental friendly?? it's just a suggestion. but if subsidies are given, factories in the US will be more encouraged to cut down on the emission of CO2. :)

Most of the states in USA are doing their part on cutting down on CO2 emission... e.g. California..Arnold Schwarzenegger
They back out from signing the protocol as they believe that they cannot achieve the requirements of the protocol bt still they did their part. It is a common mindset to say that they are not playing their part by not signing the protocol...
